Gordon Welsh
Gordon, a former Government economist, has a particular focus on vision and policy.
Much of this work has required the development of new approaches and tools, from pioneering analysis of the relationship between deprivation and public expenditure, for the Office of the First Minister and Deputy First Minister, to developing a strategy for all industrial assistance towards premises and land in Northern Ireland.
Recent work includes proposals for a visitor centre for the Giant's Causeway with the National Trust, appraisal and tender assessment for broadband provision throughout Northern Ireland for DETI, impacts assessment work for DEL, design of a charging structure for NIRAN, bringing connectivity to all tertiary education sites, and Article 5 submission to the European Commission for EHS under the Water Framework Directive.
Gordon acted as an economic advisor to three Assembly Committees.
John Hughes
John Hughes is a senior consultant with a background in the public and private sectors. In his consultancy role in epec, he has carried out a variety of assignments in the fields of policy determination, business planning and market analysis, options and economic appraisal, as well as qualitative and quantitative research.
John was head of the Property Services Unit of Invest Northern Ireland from 1987 to 1997. Prior to that he was a client executive for a portfolio of twenty firms. He was the first General Manager of LEDU, the small business agency.
From 2001 to 2004, he managed St. John Ambulance, a leading not-for-profit charity.
